The future of water storage in Carlisle

Background:

The Community of Carlisle has historically experienced high water demands during the summer, which often exceeded provincial engineering design standards for drinking water systems. Since 2002, when the drinking water system was first unable to meet peak demands, the City has explored several solutions to meet Carlisle’s water demands, including water conservation programs in 2004 and between 2015 and 2019. The City initiated a Municipal Class Environmental Assessment in 2012 to evaluate options for improving water service delivery through infrastructure solutions. This study was terminated in 2014 to determine whether a 5-year comprehensive water conservation program could eliminate the need for additional water storage in the community. While community efforts were notable, demand was not consistently below the threshold necessary to remove the need for additional water storage. As such, the community requires additional potable water capacity to meet provincial guidelines for fire flow/storage, increasing demand to provide sustainable and reliable water supply to all existing residents and future population within the settlement area.

The Study:

In response, the City of Hamilton initiated a new Class Environmental Assessment study to consider infrastructure options to ensure that Carlisle will have long-term, sustainable water servicing to meet the current and future needs of the Community. The project is being completed as a Schedule “B” project in accordance with the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011, 2015 & 2023), which is a planning process approved under Ontario’s Environmental Assessment Act.

Get Involved:

The City of Hamilton is planning the second of two Public Information Centres (PIC) for this study. PIC No. 2 will present the short-listed water storage locations and infrastructure options, evaluation criteria, and the recommended solution. You are invited to attend the virtual PIC on Thursday, April 25, 2024, starting at 6:00 pm. There will be an opportunity at the end of the presentation to ask questions or submit comments.

To join the live virtual presentation, please visit www.hamilton.ca/carlislewaterstorage then click to join the meeting. In addition, the information materials related to PIC No. 2, including a recording of the presentation, will be available on the project webpage starting April 29, 2024, and comments will be received until May 13, 2024. If you have any accessibility requirements to participate in this event, please call 905- 685-5049 ext. 4211 or email carlislewaterstorageEA@hamilton.ca. Advance requests are encouraged to enable us to meet your needs adequately.
